Team Portsmouth: from city vision to delivery

Team Portsmouth is the city's own partnership behind the Imagine Portsmouth 2040 vision, facilitated by the city council. This page sets out what is official, what we can see being delivered, and what hasn't been published.

Official

A partnership idea for organisations and individuals in the city to collaborate on delivering the Imagine Portsmouth 2040 city vision. PCC says the July 2024 conference introduced "the concept of Team Portsmouth". It is not a legal body and has no published membership list.

Team Portsmouth is how the vision is meant to be delivered. The conference's first objective was to "work together as Team Portsmouth to help make the city vision a reality, and to make commitments to taking tangible steps towards the vision by 2026".

No formal tracking: PCC told Cabinet in November 2024: "there is no formal approach to tracking progress". Instead, illustrative examples were gathered from partners and published on imagineportsmouth.co.uk/how-we-are-doing.

The full conference report was published as Appendix A to an information report at Cabinet on 26 Nov 2024. The report says feedback was also shared through existing partnerships (Shaping Portsmouth, Hive, Health and Care Portsmouth via the Health and Wellbeing Board, Portsmouth Creates, Portsmouth Education Partnership). It is not on imagineportsmouth.co.uk: the Conference 2024 page (last edited 17 Jul 2024) still says "Watch this space for the conference outcomes later in the summer".

A Portsmouth100 programme was launched on 19 Sep 2025 and reported to Cabinet on 25 Nov 2025. Celebrations began on 1 Jan 2026. We found no published plan from early 2025. The Nov 2025 report links the programme to the city vision ("a chance to bring the vision to life"), but does not mention the Team Portsmouth conference, its pledges or the Big Portsmouth Survey results.

What Team Plymouth does differently

"An ambitious partnership spanning defence, industry, academia and local and national government" (University of Plymouth). It was formed after the MOD confirmed long-term investment in HMNB Devonport and Babcock's Devonport Royal Dockyard. Its aim is to turn defence investment into "sustainable and inclusive growth".

Lesson: A published list of who is accountable, even a light one, would let the public see who owns each pledge and pillar.

Portsmouth now: PCC Corporate Plan priority 5c uses the council's social value policy to create opportunities. Organisational pledges include social value themes.

Lesson: The pieces exist in Portsmouth; they are not collected together or published as a measured set.

Plymouth: Government has published outcome expectations (jobs, people into work, businesses, courses).

Portsmouth now: "No formal approach to tracking progress" (PCC, Nov 2024). Pledge counts published only as ">100".

Lesson: Even simple counts (pledges made, pledges reported complete) would be a step forward. Plymouth's figures are also still expectations, not delivered results.

Plymouth: Built around a national defence designation, MOD money and an MOD-appointed SRO.

Portsmouth now: A voluntary, council-facilitated collaboration around a resident-built city vision, not a funded programme.

Lesson: Borrow the transparency practices, not the model. We have not checked whether Portsmouth or the Solent is in any Defence Growth Deal area, and make no claim either way.

Team Portsmouth is facilitated by Portsmouth City Council with city partners; the Stat Pack has no role in running it. This is an independent idea for a public "benefit ledger", built only from published information. We could offer it to PCC and partners, but it does not depend on their agreement to exist in a basic form.
